Through a compliance and enforcement program called Compliance, Safety, Accountability (CSA), the Federal Motor Carrier Safety Administration (FMCSA) monitors the safety performance of each motor carrier from registration throughout the life of its business.
During a carrier’s first 18 months on the road, it is considered a "new entrant" with provisional operating authority and monitored under FMCSA’s New Entrant Program to ensure it has effective safety management controls in place. To graduate from the New Entrant Program and be granted permanent operating authority, a carrier must operate safely for 18 months and pass a Safety Audit (or implement a corrective action plan to address issues).
A Safety Audit is a review of a motor carrier’s records to verify that it has basic safety management controls in place to ensure compliance with applicable regulations, and related recordkeeping requirements.
